Would it be possible that a miner decide to mine one or several blocks starting with the bottom fees first just to mess up with the system?

What was MARA pool up to there? It's an out of band transaction for which they opted to ignore the regular transaction fees (~0,15 BTC) and mine that inscription instead. Must have been worth it.
