The only way you can have freedom is for people to voluntarily go "yeah I'm not going to make the life of people around me miserable, and regardless of the law I'm just going to be kind".
People can't wrap their head around the fact that not doing shitty things is a form of freedom.
It's people doing a thing where there is no economic disincentive for someone to come along and ruin it.
