The cartels are effectively nation states. This is a regular war.
It blew my mind when i read that the sinaloa cartel was created from many members of a mexican military special forces team originally formed to fight cartels. they converted to a cartel when they realized they could make more money in the drug trade. you effectively need a proper military to fight them.
I used to date a woman who worked for ICE. She told me the same thing. It's pretty crazy.
