In my experience, getting Americans to adopt Signal happened much quicker than WhatsApp. iMessage being a strong product and iPhones being so ubiquitous explains why WhatsApp isn’t the US standard, but the only way to explain Signal adoption is the combined privacy + encryption.
Europeans/LATAM/Asians/Africans are still predominately android, so WhatsApp makes sense.
This is all until there are encrypted messaging apps using Nostr!
Signal works well for me to connect apple and Android users without carrier connection.

At the time of wa inception, the European wireless market was fragmented and expensive enough to drive users to a messaging platform to communicate effectively. The wireless system in the us was comparatively cheap and effective at the time so not a motivator.
In the us with signal it was a growing awareness of the egregious security issues with a FB owned messaging app that motivated signal adoption. Avoiding the zuckerpunch.
