If I remember correctly, this is done in San Diego on the Coronado bridge also. I assume as a way to control rush hour traffic which tends to be heavier in one direction depending on whether people are going to work in the morning or going home in the evening.

😂 I'm not sure if it's still done, this was probably two decades ago. But yeah, I'm not either. I quit spending my money in that state many years ago.
