It’s the minimum fee that Phoenix is charging for opening a channel if you open a 10k sats channels. If you open a >10k channel, the fee is 1%.

That is a complete ripoff if you ask me. Even with current high fees I’ll pay less to open a channel from my node🐶🐾🫡
