If we're sticking to under $200 pc:
used: an old laptop or desktop you already have, lenovo thinkcentre mini, dell optiplex micro, hp g4 mini, intel nuc
new: any intel n100 mini pc
All of the options (excluding possibly your own, old desktop) are low power processors and small form factor
