Yes because seizing your keys is the only way they can ruin your life. If the govt feels threatened by a movement, it will seek to destroy it in the most aggressive ways. I seems to me Saylor is trying to reassure institutional investors that there are solutions that minimize the threat to the govt. He isn't telling you to give up your keys.
