I know the SEC can delay the decision on the ETFs, and that they take them in order. My question, is can they delay one decision, then make a decision on a different one. Literally, can they delay ARK's petition even if they planned on approving, then approve Blackrock's before they approve ARK's? Or do they have to go exactly in order of who filed first? I think I understand ARK filed first and Blackrock second...
