Yup! Its azurecast but thats Just a packaged piece of software with icecast & liquidsoap with a nice frontend.

I wonder if you could use oggfwd.
it forwards an ogg stream to an icecast server.
there is a fork on GitHub that adds “user” for using it with liquidsoap.
