It's a real life example of a brunnian link, a nontrivial link that becomes a set of trivial unlinked circles if any one component is removed.

But do you know what the purpose is?

It is a shared gate, this way we all have control over our own locks and keys, we had a version of this with a community gate in Arkansas, though less complex. We just cut a chain into sections and each person had a lock that was essentially a link in the chain.
