I discovered this recently with a fresh install of Win10. I found it can be bypassed by hitting the reset button. The hook to display this dialog only happens onfirstt startup.
The only reason to buy a windows laptop is to format the hard drive and install Linux.
For any MS user dealing with this just supply the email address no@thankyou.com with any password. It breaks the onboarding wizrard and creates a local accout. But do youself a favour and ditch windows.
