It's a high-priority issue if it hampers the user's ability to complete a core task. Has nothing to do with the cause of the issue.

The edge cases "But it works on my machine" add up, fast. Hints at a flakey or confusing UI. You should at least be logging and tracking them, and occasionally revisiting the ticket.
