Competence and an unwavering ability for everyone to keep the secret.

no need for that when you have manufactured and normalised something that is wrong

those who profit from participation keep the secret out of self interest "this racket benefits me but if too many people are in it we stop getting the ponzi premium"

we also underestimate the power of compartmentalized bureaucracy combined with modern cowardice.
