not possible. 13 mths * 28 days = 364 days. However earth revolution around the sun is 365.24 days. After 150 years, summer would be during winter months.

To be fair, having the last month in each year have 29 days & 30 every 4th year would still be cleaner than what we've got, but unless we created extra last month days of the week it would mean that days & dates wouldnt line up either so it kinda makes the idea less interesting.
