i don't believe so. maybe clients could randomly choose relays from a list of top relays?
Relays need to start to rebrand in my opinion. they should evolve to become something that closely resemble subreddits.

It's a question that comes up a lot, and answering with "it doesn't matter" is pretty unsatisfying
