Morality is logical & fairly straight forward once a goal is determined & all relevant conditions of reality are recognized & accepted.

If human life & fulfillment are the goal, then certain boundaries can be drawn. These boundaries represent basic limits on individual interactions, which maximize opportunities & individual responsibility, making the most life & fulfillment possible.

These have been called basic human rights. They consist of only negative rights, meaning they require no positive actions of others. They only require people to avoid the initiation of certain types of interaction.

The only meaningful distinction between government & any other organization is government reliance on forced funding & monopoly privileges which violate basic human rights. So it is true that governments can neither provide nor actually protect said rights.
