This a patent application in 2001 for a hurricane and tornado control device by an individual.... Andrew Waxmanski.....not the US government....
He also holds a patent for a standing shoe rack and a spring loaded fishing device 😂
Seems like a odd set of interests....
The patent application references a lot of similar weather modification parents...but I'm on my phone and can't toggle well...
I had heard that the army (maybe it was darpa) had this tech back in the 70's)
