Proxies take many forms. If youre using VPN, thats generally good enough. Many tor setups connect through a socks proxy on local device or lan device to pass on to tor. Some esoteric setups rely on proxies performing listening and eatablishing a new outbound (similar to NAT) which can leverage one vpn from source to proxy, which in turn uses a different vpn to destination (or amother proxy)
