On chain, yes, but doesn't lightning essentially negate all the traceability and accounting that you would otherwise have with on-chain transactions?

Lightning is off-chain, isn't it? I don't think there's a ledger or any accountability for transactions conducted with lightning.

Yeah, it looks like Bitcoin over lightning isn't going to solve any accountability problems. Lightning allows totally anonymous transfers of funds. π
