I firmly believe there will be CBDCs on L2 especially on #lightning. You don't need a L2 scaling solution when zero confirmation transactions can be safer, cheaper, and just as fast as credit cards (depending on the internet speeds). Anyone can provide a service that offers incentives to those nodes to keep someone from trying a double spend in the mempool
