You are making the naive generality that states exploit to get away with mass murder. Yes, I know Palestinians that are racist and hateful and bigoted. But for the most part they are not killers. Their government does that, just like IDF, who by the way have been wanton killing Palestinians for years, over 200 this year alone even before the attack.
