When I was a kid, loungerooms typically had 100W. It's enough IR with dark flooring to take a degree or two off the chill, and lower the indoor winter humidity by reducing condensation.
These days everyone uses air conditioners and you can see the effect in the more dessicated, aged appearance of people's skin.
Thermal mass and IR create naturally stable indoor environment climate. Without making microclimates of cold and high humidity outside in urban areas, which make winter life in the city suck even more. And the heat they move around ends up blowing away anyway because you need to cycle indoor air.
Energy efficiency shouldn't cost health, or we have a serious problem going on in the energy industry, and it demonstrates that the endless cost cutting caused by inflationary monetary policy, that enriches the few, to really be a form of untraceable mass murder.
