I wonder if sometimes Android is not able to give a location back. We are not asking for fine location, so the GPS is not used. Maybe that is the issue.
I have the same issue on my other device, which is Android 14. Just a spinning wheel.

Do both have data plans?
Only the Android 14 has data. The 12 just has wifi.
