(2) Access to information
(3) Access to resources (trust)
(2) and (3) are worthless without (1)

Absolutely. Money is only valued because it enables (2), and (3).
Money is supposed to be like data that transmits your willpower into the resources you need, but since the governments try to control which money we are allowed to use, the signal is very error prone.
