I believe that in some cases it will not be possible to promote P2P networks due to the possibility of punishment, including death, by totalitarian states.

In these cases, I recommend an analogy: Is it easier for the monkey to change trees or move the tree?

So, whenever possible, promote the decentralization of means of payment, but if this is not possible, plan an escape route.
