Some users love with boosting other people's content. That's how I find new users to follow.
You just have to pay attention to who those people are and follow them to gain their attention or something. Other than that. There's doesn't seem to be much you can do.
There is a section on Amethyst where you can see the top trending notes. It does it by an algorithm. I use that sometimes.
