I've tested some tools, but until now I didn't find one that is the "ultimate" one to give you the best results. There are many to be used.

The TLDR is quite simple to analyze a public peer:
- is it running on clearnet to be reliable?
- is it having good size of the channels with other peers?
- it brings to your node enough payments to be routed so will cover at least the costs of maintaining that channel with? Here you have to take in consideration the capital allocation.
- is it offering good fees for rebalancing?
- is it force closing your channels, accidentally or intentionally ?
And many other aspects that a peer should bring you benefits not just being a peer in your list.
