I’m curious about your data sources. In my experience that number for US parental leave is quite high. Most receive 0-4 weeks. But your point is well made.
In the US, the Family and Medical Leave Act requires employers with >= 50 employees to provide 12 weeks of unpaid parental leave. Some US employers provide paid leave of varying duration, even more provide generalized paid time off which parents can use.
