I think this is a rubber meets road moment for you. If you can not build it yourself, You need to pay a team to do it. Learning the math behind computer language is not as complicated as it sounds, It is a bit tedious and it takes time, But there are the resources out there to start. Check out edx.org, YouTube has educational videos to go over different language models, And the more fundamental mathematical principles behind the different languages. It’s just code, You are already using it you just don’t know yet.

it's not just about coding tho in this instance, you would also have to contact and not be ignored by the creators / distributers or what not of the movie for their permission. Otherwise it'll just be a proposal stuck in their spam folder firstly, and even if it were read they would have to think that the person proposing the idea isn't just some numpty but has a real reach to promote that form of distribution to make it worth it for them to even consider. 😉
