Availability of guns doesn't come into it I don't think. You can have guns in Europe, there's just no culture to go with them. Why would there be? What would you do with a gun? You can't hunt for food or sport as the population density is too high and there hasn't been much in the way of resources or wild spaces for hundreds of years. For an American to understand this, you'd have to imagine a large urban area where the suburbs of major cities blur into one another. There are no Rockies. There is no Montana. There is no prime forest. Without that aspect, the only purpose a gun serves in for protection. And why would you need that? For so long Europe has been a homogeneous and safe place, not a frontier land.

The slave-coded mentality into Europeans isn't about guns. It's something else. My theory is that all the Europeans of worth left the continent over the past few hundred years leaving a gene pool of collectivist dependents behind. Everyone with an adventurous, hardworking and independent spirit left to start new lives in the new world(s).

Over time there probably would be enough genetic mutation to create new adventurous, hardworking and independent Europeans, but they would have been the first to be killed in the two wars waged against the European people in the 20th century. It stands to reason that Europe hasn't recovered from that yet, and is now worse. It's only in the next few generations that it might start coming back.

The Elites have typically been tied to the land and people the siphon resources from, whether this is the true elites or lower down political classes. The peasants, while exploited, typically had their lot thrown in with these elites... and when push came to shove were on the same side. It's why peasants would enlist to fight for their king against a foreign king, even if they didn't like their own king all that much.

Of course, post enlightenment, the perspective makes little sense. And it's only been since the start of the 20th century that the elites weren't tied to the people they rule over. Even in the US, it's only since the 20th century that there'd actually ever be any real reason for a militia to take up arms against the government. And like the Europeans, 99% refuse.

And yes, you'd (sadly, for Europe) mostly rely on people from the new world to make up the numbers for such a group of people.
