That's pretty crazy. The government always likes to hold back as much as possible for as long as they want, even though the money's already been approved. I blame the voters who consistently vote against their own best interests, and pick candidates not based on qualifications and experience, but on stupid criteria that has nothing to do with whether they're the best person for the job. Elections have consequences.

I need to dig into this and find out: did the NC Treasury receive the money, and not hand it out ; or was the NC Treasury promised the money, and it never received it?

This is why we need open ledgers, so we can hold the government accountable for their misdeeds.
