Torrent has proven that it doesn't help much. No, just enough of a country that will answer "no" to most requests from authorities of other countries.

Even the so called 'neutral' countries like Switzerland can't be called as really 'neutral'

It is hard to avoid most world (assume most world/other countries definition that you have said are related to NSA/NATO/West Alliance) influences unless we want to store our data in Russia/China/BRICS alliance countries. There is no real 'neutral' country who can stand against both current geopolitical alliance in the worst scenario of they forces (military and politically) other countries to join one of both sides.
Possible Solutions:
- Relay operators might probably play on both sides by hosting relays in NSA/NATO/West Alliance and BRICS countries altogether (example: First mirror relay in Russia, Second mirror relay in Germany). At least if the content stored 'pis*ing' one of the alliance groups then it will probably still fine hosted in another group.
- Relay operators also need good OPSEC and serve their unknown Third relay with TOR onion hidden services (onion domain).
