Arguably you want to read someone's comments about an image before seeing the image?

Further it could be screen and bandwidth efficient to load the image only if the user clicks on the quote note text if they find the text interesting.

Notes have a separate way to insert images and quote notes in-line within text so moving image display to the bottom doesn't take away the ability for posters to explicitly position images elsewhere.

Actually, when I made that note, it showed me including the images at a specific position (the bottom). So IMO it's just a bug if some clients move it to the top...
