it's strange how you can just make a poll, pollerama.fun and immediately think about elections, truevote.org seems like a good project on paper, maybe it doesn't use nostr anymore, but originally it said to use it

Nostr polls are great; I just wish we didn't have to pay a 1 sat minimum to vote.

Feel free to raise and issue to add more attempts that you know of like you mentioned. I'd like to know of more projects that are trying this, even if they're not around anymore.

A brief idea.
A person is appointed as head of the vote.
When you call someone to vote you take the electoral list, so maybe you can take any list and say I accept only these votes from these npub, and after the duration of the vote, so you need a time of expiration of the vote. And then you show the results
