They will never arrest him. If for some reason he dies or resign, they will install someone exactly the same from their own ranks or a puppet fully under their control. To change the situation, the influence of the security bloc in Russia needs to be reduced, and that can only be done through the economy or through a military coup.

First and foremost, he is beneficial, of course, to those around him, but yes, essentially he is a completely system-aligned leader and suits all his Western opponents quite well, because he is not all that different from them.
