They are trying to use broad terminology to basically pick and choose who they can go after. So their terms being undefined are a big part of why this is horseshit. It’s just a plane and simple government overreach

Sounds like they don’t care a whole lot what the currency is as long as they can maintain oversight. They’re after anything that obfuscates visibility on the kyc flags they put in place.
