It feels like this is the problem to be solved in Epoch V & it will have multiple solutions.

Custodial services is the worst case for C group.

Custodial btc is better than custodial fiat.

C group will still be better off on hyper bitcoinasation

Even though custodial services of Bitcoin aren't ideal, tools exist or can be built to minimize the centralization impact. The tools are open to anyone and not just special interest groups. Imagine having API access to your personal bank account. This is what's possible with custodial Bitcoin services but not broadly with traditional Fiat services.
