If I want to pay someone in Bitcoin Lightning using a non-custodial wallet like Phoenix, do I have to make sure they are online? Does this also apply to a custodial wallet like nostr:npub1hcwcj72tlyk7thtyc8nq763vwrq5p2avnyeyrrlwxrzuvdl7j3usj4h9rq? #asknostr nostr:npub15c88nc8d44gsp4658dnfu5fahswzzu8gaxm5lkuwjud068swdqfspxssvx

If you are using WoS or Phoenix but you don't know what they are using, yes, as a rule of thumb, you need to worry about them being online.
If they are using WoS or Phoenix, WoS can probably accept the payment offline and Phoenix runs in the background so it's usually okay.
You will need a pubkey for the person but once you have paid them, the bitcoin will be in their custody and they will see their new balance whenever they next check.
