As I understand bitcointv.com and the underlaying software https://joinpeertube.org/ is that it's a federated system where you can create an account at the peertube instance you trust and then come back to https://bitcointv.com/login to login there with these credentials. see this site for possible instances: https://joinpeertube.org/instances

It looks like PeerTube supports Live streaming since the end of 2021.
live streaming should be possible on bitcointv.com.
