You can file a form 1 and build an SBR too. Building an SBR is just putting a rifle lower on a pistol upper
I’m pretty sure an SBR is more like just shortening the barrel of a rifle so that it carries more like a pistol.

Yeah you could cut a rifle barrel shorter than 16 inches and make an SBR that way. Most everyone just swaps the whole upper receiver.
