You should absolutely float a negotiable pay rate. It's not my firms overall policy, but for me transparency in compensation is generally a good thing. Nothing is take it or leave it, everything is negotiable.

It is just an extra step to abuse stupid agreable people with low negotiation skills (like me). I also skip those.
