Main threat actors are Russian, China & Iran. The key takeaways are:
Russia is currently mostly interested in Danish considerations on sanctions against them and military equipment being sent to Ukraine.
Russia will attempt, in the future, to use a legend of being a journalist or business person, or recruit Danes assets within those fields, to aid espionage against Denmark. Either in Russia, Denmark or even a third party country.
Russia will also use SIGINT and CYBINT to conduct espionage against Denmark.
Russia has increased their use of private corporations and NGO's to conduct espionage. Especially with PR, lobbying and other influence/persuasion organisations.ย - They also utilize traditional media and social media in Russia's favor (See - The firehoseย of falsehood model)
China is currently mostly focused on espionage and IP theft on Danish science & technology, within the fields of Quantum research, AI, Robotics, Bio & medico tech, Space tech, Green tech and Maritime tech.
Danish police intelligence speculate, that Chinese intelligence services could utilize PhD programs, talent programs & other scientific stipendiums in espionage & IP theft. They may also make use of organizational employees within fields of interest.
China is also claimed to be a middleman for circumventing international sanctions against countries like Russia, Iran & North Korea.
China attempts to control Chinese residents in Denmark. Chinese students in Denmark are often pressured to sign a declaration of loyalty to China, in compensation for student funding by the Chinese state.
Iran's main focus is related to foreign Iranians, who are critical of the Iranian regime. They gather personal information and pressure individuals to abstain from criticizing Iran.
Iran makes use of criminal networks to conduct assassinations and kidnappings of dissidents in Europe. Iran has attempted such on Danish ground, and in 2021 a Norwegian-iranian citizen was convicted for being behind an assassination of a Danish resident.
Saudi Arabia and Turkey are also conducting espionage on Danish soil. However, this appears to mostly focus on information gathering related to internal threats in those countries.
