Is there a way with nostr to easily communicate and maintainrelaylists?

1. Public relay list-communicated to new apps to autoconnect them- this is one's official nostr community affiliated tech. Your top 20 prefered tech provider is part of your public profiles-convention for switching apps

2. Private relay list files send able as a note-such lists can be stored and toggled on anoff as a way of switching from one community to another. These do not have to be public.
