maybe they have weight thresholds in their delivery model.

Trying to burn up the stock as it didn't sell as much as they expected and want to make room in the warehouse.

Imagine that FBA charges you per item per month. When you want to get rid of an item that has costed you so much you do these things

Amazon has competing sellers on the site. Each has a different strategy on bundling, and on waiting out lower-margin sales.

This seemed to be the same seller.

Have seen this in grocery stores too. I think they have worked out that people think the 2 pack is automatically a better deal, and are too lazy to do the math.
