Yeah you're right for many people. I suppose I only considered obeying an external law if the consequences of disobeying seemed likely or severe. Otherwise I've always adhered to my own set of rules. But having said that if an external law conflicts with my internal ones, I'll disobey even if there is 💯 chance of severe penalty.
