what happens when a peoples representatives decide they are their rulers? and the mechanisms of accountability and enforcement are paid and controlled by those who now believe they are rulers? when the people have outsourced both decision making and accountability to others, how do they begin to make decisions and hold them accountable?

Decentralisation to the greatest extent possible, free markets (and participatory budgeting for anything communal), personal optionality, verifiable voting systems, and the usual safeguards seen in the US Bill of Rights.

Our dear regional servants are in the same position of master. The people have forgotten how to administer them and beg them to come into honor. But all these servants know is dishonor. You can not get both honor and dishonor from the same well!
