So this time the miner was only hashing for 35 minutes and has been offline for the last 40 minutes. Is that just a dice roll on miner reliability or is there some expectation of uptime?

Since downtime does happen, we extend the agreement to make up for lost time.

Also, if a miner fails to deliver continuously, we sign with the buyer (you) to liquidate the security deposit.

Ah okay, that makes sense. I just played around with the 3 hour, so not a big deal in this case.
