They just made it easier right
Not really because the consensus rule doesn’t care about OP_Return limits. It was only a default option for the mempool. Anyone was able to change it at any time.
That's the problem, I have been around in circles to many times on the topic but the default is the standard because most people don't change it so they made it easier by default
