I think I know this one! I believe it's groundwater that has frozen / expanded out of the earth. Basically growing from the ground as it gets pushed out

Needle ice. Water from the soil is drawn upward when it reaches the cold air, it freezes instantly, adding to the growing ice column. More water continues to rise from below, freezing layer by layer and pushing the structure upward like this.

I’ve seen something similar form on leaves too. Even more bizarre looking. Have always called it hoarfrost.
